The Community Cultural Equity Plan is a ten-year strategy for how Culver City supports arts, culture, and the creative economy. It includes a Public Art Master Plan as an integrated component. The plan will guide cultural investment, programming, and public art commissioning across the city.
The City's General Plan 2045, adopted in August 2024, calls for the development of a citywide cultural plan and a public art master plan. The Parks Plan, completed in February 2025, makes related recommendations. The Cultural Trust Fund needs a clear ten-year strategy. The arts and cultural sector faces affordability and access pressures that warrant a coordinated response.
The Creative Economy Report (2017) and Creative Economy Connect (2020) documented the size and structure of the creative economy. This plan is action-oriented. It will produce specific policy recommendations, funding strategies, and an implementation plan with assigned responsibilities and timelines.
The Cultural Affairs Division within the City's Office of Economic and Cultural Development is leading the plan, with guidance from the Cultural Affairs Commission. The consultant team, selected through a competitive RFP process, is CVL Economics in partnership with MIG.
